Two ordinances set side by side, matched on the official project name first, with new and closed lines marked instead of forced into a percentage.

Councillors often ask what changed since last year. A percentage pasted on a reorganized book answers a question the ordinance did not ask. The Year Comparison Folio matches lines before it measures them.
We lay the two ordinances together and pair projects by the official name or code. A line that exists in only one year is drawn as new or closed, not as a rise from zero. A project that was split or merged is shown as a split or a merge, with both names visible. Only a pair that truly continued is given a change in baht.
The usual client is a budget office preparing the speech that opens the reading, or a council chair who wants members to see continuity without pretending the chart of accounts stood still. Civic groups can commission a comparison of documents they already hold; we label the folio with those documents and their dates.
Included: the matching, the folio, and one correction pass with the clerk. A chamber briefing is optional and quoted with the travel. Not included: a fresh full drawing of every head in the style of the Council Budget Folio. If you need both the single-year book and the comparison, they are two commissions that can share the same reading weeks when the calendar allows.
Bring both ordinances, not a spreadsheet someone already summarized. If the only source is a summary, we will say we cannot match lines we cannot see.
